With the aim of improving the discoverability of French-language cultural content for the 2024-2027 programme, the OIF ( French-speaking International Organisation) is recruiting a Programme Specialist ‘Discoverability’.
What are the specifics of the vacant position ?
Under the authority of the Director and the direct supervision of the Coordinator of the ‘Cultural Industries and Discoverability’ project, the main tasks of the Programme Specialist in Discoverability will be to :
- contributing to the development of the DLC’s annual planning and strategic programming, particularly on all issues relating to artificial intelligence and digital technology for the cultural and creative industries (CCI);
- contributing to discussions on supporting stakeholders by identifying the technical expertise needed to strengthen CCIs in the digital ecosystem and in developing regulatory frameworks to ensure balanced access to culture;
- support DLC beneficiaries in developing and maintaining innovative AI solutions in their creative approach, but also throughout the production, distribution and dissemination chain;
- contribute to discussions on supporting stakeholders by identifying the technical expertise needed to strengthen CCIs in the digital ecosystem and develop regulatory frameworks to ensure balanced access to culture;
- Support DLC beneficiaries in developing and maintaining innovative AI solutions in their creative approach, but also throughout the production, distribution and dissemination chain;
- Develop modules to raise awareness and provide training on AI, its uses and best practices in order to stimulate ethical consumption of French-language cultural content;
- Ensure continuous technology monitoring in the areas of LLM, DL, ML and NLP, as well as all regulations in force on digital markets, data governance and other related topics;
- Act as the point of contact for external partners and the relevant OIF representatives and departments on AI-related issues, and anticipate technological challenges in the face of rapid change;
- Perform any other related tasks assigned by the Director or any member designated by the Director, within the scope of their competence, to ensure the smooth running of the Department.
Who can apply for this position ?
Anyone interested in this position must:
- be a national of an OIF member state or government;
- hold a higher education degree, at least five years of study, in computer science, information and communication technology, or a discipline related to the duties of the position;
- have at least five (5) years’ experience in managing discoverability projects;
- have solid experience in project implementation and budget management;
- have a good command of Python and SQL;
- knowledge of Go would be desirable;
- Proven experience in supporting or developing digital tools or open source software would be an asset;
- Demonstrate a general knowledge of the institutional environment of the OIF and its project partners, as well as proven knowledge of the context of cultural industries and discoverability in French-speaking countries;
- Excellent ability to write notes, analysis reports and summaries;
- Perfect command of the English language;
- Excellent organisational skills and ability to work under pressure;
- Excellent ability to adapt quickly to new environments, new situations and external contacts, and to thrive in an intercultural environment;
- Have a perfect command of common IT tools (Office suite, Internet).
