Relating to the acquisition of computer equipment for the IT Division of the General Taxation Department

1. Subject

The Minister of Finance launches a request for quotation for the acquisition of computer equipment for the IT Division of the General Taxation Directorate.


2. Consistency of services

The service that is the subject of this consultation includes the acquisition of :

- 01 Inverter 3s, 3:3 (three-phase); capacity 20KVA; nominal output voltage 400 V; output frequency: 50Hz-60 Hz; pre-installed internal battery; dimensions (H, W, D): 140 cm, 38 cm, 92.8 cm; net weight: 446 Kg or more; Dust filter; Installation guide;

- 05 SWITCH CATALYST 2960-24PS-L SWITCH-MANAGED-SWITCH 24x 10/100/1000 (POE) +4 GIGABIT SEP;

- 01 WIFI 3504 Controller Network Management Device; 01 WIFI 3504 Controller Network Management Device

- 04 port dpi, 10 GIGE, 802.11 ac Wave2, 802, 11ac wave 1-wi-fi ;

- 01 INTERBASE xe3 license (unlimited users) ;

- 01 license DELPHI professional ;

- 01 licence DB Express driver for interbase with source ;

- 01 license Secure Bridge Delphi Network Security.


3. Estimated cost

The estimated cost is thirty-three million six hundred and sixty-five thousand (33,665,000) CFA francs, including all taxes.


4. Delivery time

Delivery shall be made to the Direction Générale des Impôts, within a maximum of thirty (30) days from the date of notification of the Order Letter.


5. Participation and origin

Participation in this consultation is open to companies established in Cameroon with experience in the sale of computer equipment.


6. Financing

This service is financed by the DGI's capital funds, budget allocation 45 00 11.


7. Acquisition of the file

The file may be obtained from the Directorate of General Affairs of the General Directorate of Taxes, at 310 B.P: 285 Yaounde Tel: 2 22 23 47 17 as soon as this notice is published, against payment of a non-refundable sum of fifty thousand (50 000) CFA francs, payable to the Public Treasury against a receipt. A copy of the receipt of this payment shall be attached to the submission file.


8. Submission of bids

Each tender drawn up in French or English in seven (07) copies, the original and six (06) copies marked as such, must be sent to the Directorate of General Affairs of the General Tax Directorate, at 310 B.P.: 285 Yaounde Tel: 2 22 23 47 17, no later than 27 February 2020 at 1 p.m. sharp, local time, and must bear the mention :

9. Admissibility of tenders

Each bidder shall provide a bid bond in the amount of six hundred and thirty thousand (630,000) CFA francs with a validity period of thirty (30) days beyond the date of validity of the bids and issued by a banking institution approved by the Ministry of Finance.

The required administrative documents must, under penalty of rejection, be produced in originals or copies certified true copies by the issuing authority, dated less than three (03) months ago.

Any tender not complying with the requirements of this Request for Quotation will be declared inadmissible, in particular the absence of the bid security, as well as any tender received after the closing dates and times for submission.


10. Bid Opening

Tenders shall be opened on 27 February 2020 at 2 p.m. sharp in Room 300 of the DGI, Yaoundé, in the presence of the Tenderers or their duly authorised representatives.


11. Evaluation Criteria

- Incomplete or non-compliant administrative file;

- Non-compliance of a proposed supply with the technical specifications of the Tender Dossier (detailed description of the technical specifications of the supplies proposed by the tenderers, including make, model and prospectus);

- Absence in the bid of a quantified unit price;

- Misrepresentation or falsified documents;

- Absence or invalidity of the bid bond;

- Failure to execute at least one contract or similar letter of order for the supply of computer equipment worth 25 million or more over the last two (02) years (attach acceptance report plus the first and last page of the contract);

- Absence of a declaration on honour indicating that the tenderer has not abandoned a building site during the last three (3) years or that it is not under suspension of public contracts;

- Absence of the manufacturer's or an authorised distributor's authorisation justifying the manufacturer's approval for the following equipment: inverter, switch and WIFI controller.

- Lower technical note 3/5 of YES of the essential criteria.

Essential criteria

The evaluation of the technical offers will be done according to the binary system (yes/no) on the basis of the essential qualification criteria below:

1 Presentation of the offer (parts in order and coloured dividers) ;

2 Warranty and after-sales service. The bidder will have to justify :

- A one (1) year warranty on the proposed equipment;

- An after-sales service.

3 Planning and delivery time:

      - delivery time less than or equal to 30 days;

      - delivery schedule 

4 Proof of acceptance of the clauses of the quotation request :

- description of the supply signed and dated ;

- CCAP (draft letter of order) initialled, signed and dated.

5 Financial capacity: provide a financial capacity greater than or equal to 25 million.

Only bidders who have satisfied three (03) out of five (05) of the essential criteria will be deemed technically qualified and admitted to the financial analysis.


12. Award

The Employer will award the Letter of Request for Quotation to the Bidder whose bid has been evaluated as the lowest evaluated bid and found to be substantially responsive to the Request for Quotation, in accordance with the criteria below.


13. Period of Bid Validity

Tenderers remain bound by their tenders for 90 (ninety) days from the deadline for submission of tenders.


 

14. Additional information

Further information can be obtained during working hours from the Directorate of General Affairs of the General Directorate of Taxation, door 310 B.P: 285 Yaounde Tel: 2 22 23 47 17.

Tenders must be quoted exclusive of tax (VAT) and inclusive of all taxes (VAT), and accompanied by the attached and signed model tender.
