Cameroon: Magistrates put cybercrime on trial

 

In 2010, a local bank recorded a loss of 3 billion CFA francs due to bank fraud. This is one of the consequences of cybercrime. In addition to this case, there is the scam on the internet still called "scamming" which has recorded a loss of 7 billion CFA francs since 2010, identity theft on social networks with 5113 false accounts detected since 2018 by Antic, "fake news", webdefacement, which is an attack consisting of fraudulently changing the appearance of a website of which thirty-two (32) Cameroonian public administrations have been victims, mobile money scam, malware and intrusions in information systems and Simswap.

These common cases were revealed on September 15, 2021 during the opening of the awareness seminar of the Judiciary on cybercrime by the Director of the National Agency for Information Technology and Communication, Dr. Ebot Ebot Enaw.

In its sixth edition, this workshop was organized for judges of the Special Criminal Court (SCT), judicial police officers with special jurisdiction attached. As part of the missions of securing the national cyberspace assigned to the National Agency for Information Technology and Communication (Antic), this three-day seminar aims to enable actors in the judicial sector to consider solutions in cybercrime. "It is a question of educating those who have the noble, heavy and delicate mission of rendering justice on behalf of the Cameroonian people, on the various manifestations of cybercrime, and to equip them with tools to collect digital evidence relating to it, in the rules of art, for an effective repression of deviant digital acts, "said Dr. Ebot Ebot Enaw. For the Minister Delegate to the Minister of Justice Jean de Dieu Momo, this seminar is an opportunity to review or revisit the texts on cybercrime which at this time appears as a real scourge.

In the agenda of activities of this seminar, we can cite: workshops on cybercrime: outlines of a judicial solution; sanctions in cybercrime; the legal manifestation of evidence to the test of the legal framework; the electronic signature; the practice of collecting digital evidence, electronic writing and the protection of public wealth and the challenge of identification of users.

However, the director of Antic invites the society to remain always on its guard, in particular by setting up a device of fight passing by an increased knowledge of the phenomenon, a continuous training of the actors of the security chain of our cyberspace, in particular of the Officers of judicial police and the magistrates in charge of the conduct of the investigations, the procedures of criminal instruction and the application of the sentences.

The meeting which runs until September 17 in the city of Yaoundé will be sanctioned by the formulation of recommendations.
