TENDER NOTICE

National Open Call for Tenders N°0001/AONO/CIPM/MINAS/2020

of 27 February 2020, for the acquisition of computer equipment for the central services of the Ministry of Social Affairs.

1. Subject

The Minister of Social Affairs, the contracting authority, is launching a National Open Call for Tenders for the acquisition of computer equipment for the central services of the Ministry of Social Affairs. 

2. Consistency of services

The services, subject of the present Call for Tenders are for the supply and installation of :

1. Twenty-three (23) complete desktop computers;

2. Twenty-three (23) printers ;

3. twenty-three (23) inverters.

4. Six (06) photocopiers ;

5. Twenty-three (23) power strips;

6. Two (02) scanners ;

7. One (01) video projector ;

8. Five (05) laptops.

3. Delivery time

The delivery period is a maximum of thirty (30) days from the date of notification of the order to start the execution of the services.

4. Participation and origin

Participation in this Call for Bids is open to companies incorporated under Cameroonian law established in Cameroon and in compliance with their administrative and fiscal obligations.  

5. Financing

The computer equipment, subject of the present Call for Tenders, is financed by the Public Investment Budget of MINAS for the financial year 2020.

Budget allocation: CFAF 43 605 000.

6. Consultation of the file

The Tender Dossier may be consulted and withdrawn by tenderers during working hours at the Ministry of Social Affairs - Directorate of General Affairs; Sub-Directorate of Budget, Equipment and Maintenance; Public Procurement Service; Gate 24 - Telephone: 222 23 06 81/222 23 05 68,

7. Acquisition of the file

The Tender Documents may be consulted and withdrawn by tenderers during working hours at the Ministry of Social Affairs - Directorate of General Affairs; Sub-Directorate of Budget, Equipment and Maintenance; Public Procurement Service; Gate 24 - Telephone: 222 23 06 81/222 23 05 68, against presentation of a receipt for payment to the Public Treasury of a non-refundable sum of sixty thousand (60,000) CFA francs upon publication of this notice.

8. Submission of bids

Each tender, drawn up in French or English in seven (07) copies, the original and six (06) copies marked as such, must be submitted against a receipt to the Ministry of Social Affairs; Directorate of General Affairs; Sub-Directorate of Budget, Equipment and Maintenance; Public Procurement Department, Door 24, no later than 2 p.m. on 30 MARCH 2020, and must be marked :

"Open National Call for Tenders N°0001/AONO/CIPM/MINAS/2020 of 27 February 2020, for the acquisition of computer equipment for the central services of the Ministry of Social Affairs" to be opened only at the opening session.

9. Provisional bond

Each tenderer must attach to its administrative documents a bid bond issued by a bank or insurance company approved by the Ministry of Finance in the amount of eight hundred and seventy-two thousand one hundred (872,100) CFA francs.

10. Admissibility of bids

Under penalty of rejection, the other administrative documents required must be produced in originals or in copies certified true copies by the issuing department, in accordance with the Special Rules for the Invitation to Tender.

Any bid that does not comply with the provisions of this Notice and/or the Bidding Documents will be declared inadmissible.

11. Bid Opening

The opening of the folds will be done in one step.

The opening of envelopes A containing the administrative documents, B containing the technical offers and C containing the financial offers will take place on 30 MARCH 2020 at 15.00 in the Conference Room of the Ministry of Social Affairs by the Internal Procurement Commission sitting in the presence of the tenderers who so wish or their duly authorised representatives with full knowledge of the offers for which they are responsible.

11. Fold opening

The opening of the folds will be done in one step.

The opening of envelopes A containing the administrative documents, B containing the technical offers and C containing the financial offers will take place on 30 MARCH 2020 at 15.00 in the Conference Room of the Ministry of Social Affairs by the Internal Procurement Commission sitting in the presence of the tenderers who so wish or their duly authorised representatives with full knowledge of the offers for which they are responsible.

12. Evaluation criteria

*.elimination criteria

- Absence of Bid Bond ;

- Absence of the declaration on honour attesting to the non-abandonment of a contract in the last three (03) years;

- Non-compliance beyond the additional 48-hour period granted, where applicable, of an item from the administrative file;

- Presence on the MINMAP list of defaulting companies;

- False declaration or falsified document.

- Technical score below 70% of the essential criteria;

- Presence of financial information in the technical offer;

- Absence of a quantified unit price.

The technical offers will be evaluated on a binary (yes/no) basis according to the following criteria:

- General presentation of the offer (yes / no)

- Technical data and quality of the material (attach brochures and captioned photos) (yes / no)

- Warranty (yes / no)

- After-sales service (yes / no)

- Delivery time (yes / no)

13. Assignment

The Contract will be awarded to the tenderer who has submitted the financial offer judged to be the lowest and who meets the required technical capacity (technical score greater than or equal to 70% yes).

14. Period of validity of tenders

Tenderers shall remain bound by their tenders for a period of ninety (90) days from the deadline for submission of tenders.
