Cameroon: Request letter for quotations from the National Program for Participatory Development (PNDP) N°02/MINEPAT/PNDP/CSPM/2020 of September 14, 2020 relating to the supply and installation of computer and didactic equipment and consumables for the personnel of the HIMO Dedicated Unit within the framework of the implementation of Operation HIMO3 MINKA of the PNDP.

Source of financing : AUTONOMOUS BUDGET(BA)

1. Subject

The Government of the Republic of Cameroon has set up the "National Program for Participatory Development", abbreviated to PNDP, which is a multi-donor project. In order for it to function properly, it proposes to use part of this financing to make payments authorized under the Letter of Request for Quotation for which this Request for Quotation is prepared.

2. Consistency of services

It is foreseen within the framework of this Contract, to solicit the services designated hereafter: supply and installation of computer and didactic equipment and consumables for the personnel of the Dedicated MINKA HIMO Unit within the framework of the implementation of Operation HIMO3 MINKA of the PNDP. Within the framework of the present Request for Quotation, the services are to be provided to the Far North (Maroua in the premises of the Dedicated HIMO Unit and Kousséri in the premises of the Focal Point).

3. Estimated cost

Estimated cost: the estimated cost of the Market at the end of the preliminary studies is 35,154,900 (thirty-five million one hundred and fifty-four thousand nine hundred) CFA Francs all taxes included.

4. Delivery time

Delivery will be made within thirty (30) days upon notification of the start-up service order.

5. Consultation of the file

The National Coordinator invites interested Suppliers to consult and withdraw the Request for Quotation free of charge at the address below, upon publication of this Request for Quotation letter. This Request for Quotation is open on equal terms to all companies under Cameroonian law, justifying a good experience in the field.

6. Submission of offers

Offers will remain valid for a period of ninety (90) days from the deadline for submission. Bids must be submitted in six (06) copies (one original and 5 copies), marked as such, to the address below by no later than 12:00 noon (local time) on October 7, 2020, and marked :

"Request for Quotation N°02/MINEPAT/SG/PNDP/CSPM/2020 of 14 September 2020 for the supply and installation of computer and training equipment and consumables for the personnel of the HIMO Dedicated Unit within the framework of the implementation of Operation HIMO3 MINKA of the PNDP. ».

7. Bid opening

The opening of bids will be done by the Special Procurement Commission (CSPM) of the PNDP, on October 7, 2020 at 1:00 pm sharp, in the presence of bidders or their representatives if they wish, in the meeting room No. 313 D, on the 3rd floor of the National Coordination Unit of the PNDP.

8. Evaluation Criteria

The CSPM will evaluate the ratings in the following order:

1 Examination of the admissibility of the administrative files: the bidder's offer must include the following original documents or copies certified by the competent services in force (dated less than three months): (i) the taxpayer card; (ii) the certificate of bank domiciliation; (iii) the certificate of no tax liability; (iv) the certificate of non-exclusion from public contracts; (v) the certificate for submission (CNPS) to the present quotation, (vi) the certificate of location dated and signed by the tax authorities, (vii) the trade register signed by the competent service and (viii) the certificate of non-bankruptcy issued by the court of first instance.

NB: The absence of one of the documents in the administrative file (i, ii, iii, iv, v, vi, vii and viii) will not constitute a ground for the rejection of the bid. Nevertheless, the submission of such documents, signed and dated, will be a condition for the award of the Contract.

2 Examination of the conformity of the quotations, in terms of time limits and technical specifications; all the characteristics mentioned are essential; any nonconforming bid will be rejected.

3 The technical analysis will consist of verifying whether :

- Photos of the material to be delivered are produced ;

- The Estimated and Quantitative Estimate is provided and conforms to the one requested;

- All quantified unit prices are presented;

- The proofs of similar contracts produced by the bidders are conclusive;

- The letter of commitment on the respect of the required delivery deadlines is produced;

The technical description of the services is respected.

NB: All the above criteria mentioned in point 9.3 are eliminatory.

4 Only those offers deemed to be substantially compliant will be subject to the financial analysis.

5 Verification of the arithmetic operations, multiplying, if necessary, the unit prices by the quantities and using the letter price to make the necessary corrections.

9. Attribution

The Employer will award the Contract on the proposal of the CSPM to the Supplier whose bid will be deemed to be substantially responsive to the provisions of the Request for Quotation Documents, and the lowest evaluated bid.

10. Period of Bid Validity

Bids will remain valid for a period of ninety (90) days from the deadline for submission.
