MINAS tender notice for the implementation of the unified social registry database

NATIONAL OPEN TENDER NOTICE N°0003/AONO/CIPM/MINAS/2021 DATED 02 FEBRUARY 2021 RELATING TO THE ACQUISITION OF COMPUTER EQUIPMENT FOR THE IMPLEMENTATION OF THE DATABASE OF THE UNIFIED SOCIAL REGISTER AT THE MINISTRY OF SOCIAL AFFAIRS

1. Subject

Within the framework of the implementation of the unified social register database, the Minister of Social Affairs, Contracting Authority, launches a National Open Call for Tenders for the supply of computer equipment.

 

2. Consistency of the service

The services covered by this invitation to tender are for the supply and installation of :

- Forty (40) complete desktops;

- Forty (40) inverters;

- Fifty (50) extension cords;

 

3. Estimated cost

The estimated cost of the operation is F CFA 30,000,000 including tax.

 

4. Delivery time

Forty-five (45) days from the date of notification of the order to start the execution of the services. 

 

5. Allocation

The present Call for Bids consists of one (01) single lot.

 

6. Participation and origin

The participation in the present Call for Bids is open to companies of Cameroonian law established in Cameroon and in good standing with their administrative and fiscal obligations.

 

7. Financing

The services covered by this Call for Tenders are financed by the Public Investment Budget of the Ministry of Social Affairs.

 

8. Consultation of the file

The physical Tender Documents can be consulted by bidders during working hours at the Ministry of Social Affairs - Directorate of General Affairs; Sub-Directorate of Budget, Equipment and Maintenance; Public Procurement Service; Gate 24 - Telephone: 222 23 06 81/222 23 05 68.

The electronic version is available on the COLEPS platform at http://www.marchespublics.cm and http://www.publiccontracts.cm as soon as this notice is published.

 

9. Acquisition of the file

The file may be obtained upon publication of this notice Public Procurement Service; Gate 24, against presentation of a receipt for payment to the Public Treasury of a non-refundable sum of fifty thousand (50,000) CFA francs upon publication of this notice.

It is also possible to obtain the DAO by free downloading on the COLEPS platform available at the addresses indicated above for the electronic version. However, the online submission is conditional upon payment of the purchase fee for the DAO.

 

10. Submission of bids

Each tender drawn up in French or English in seven (07) copies, one (01) original and six (06) copies marked as such must be deposited at the Ministry of Social Affairs; Directorate of General Affairs; Sub-Directorate of Budget, Equipment and Maintenance; Public Procurement Service, Gate 24 no later than March 09, 2021, at 2 p.m. sharp, local time, it must bear the following mention:

 Notice of National Open Call for Tenders N°0003/AONO/CIPM/MINAS/2021 of February 02, 2021 relating to the acquisition of computer equipment for the setting up of the database of the Unified Social Register at the Ministry of Social Affairs.       Financing : BIP/MINAS/2021.

 "To be opened only during the counting session".

 

11. Provisional Bond

Under penalty of rejection, each bidder must attach to its administrative documents, a bid bond issued by a bank or insurance company approved by the Ministry of Finance in the amount of: six hundred thousand (600,000) CFA francs and valid for thirty (30) days beyond the original date of validity of bids.

 

12. Admissibility of bids

Under penalty of rejection, the other required administrative documents must be imperatively produced in originals or in copies certified true copies by the issuing department, in accordance with the Special Rules of the Call for Tenders. Any bid not complying with the provisions of this Notice and/or the Bidding Documents will be declared inadmissible.

 

13. Opening of bids

The opening of the folds will be done in one step.

The opening of the envelopes A containing the Administrative documents, B containing the technical offers and C containing the financial offers will take place on March 09, 2021 at 3 p.m. in the Conference Room of the Ministry of Social Affairs by the Internal Commission for the Award of Contracts sitting in the presence of the bidders who wish to do so or of their duly authorized representatives having a perfect knowledge of the offers for which they are responsible.

 

14. Evaluation Criteria

The bid scoring system will be in binary mode (yes/no) and will cover the criteria below, details of which are given in the CAP.

 

1 Eliminating Criteria

The eliminatory criteria of the Call for Bids are the following:

a.    Misrepresentation, falsification of documents ;

b.    Technical score less than 80% of the essential criteria;

c.    Lack of bid bond ;

d.    Absence of a quantified price in the financial bid ;

e.    Non-compliant administrative record after 48 hours of bid opening (excluding the bid bond);

f.    Absence of a prospectus and technical data sheet of a supply in the technical file ;

g.    Presence of financial elements in the technical bid ;

h.    Presence on the list of defaulting companies drawn up annually by the Minister in charge of public procurement;

i.    Absence of the backup copy in case of malfunction of the COLEPS platform;

j.    Non-compliance with the file formats required for the submission of bids online.

 

2 Essential criteria

The technical offers will be evaluated according to the binary system (yes / no) on the basis of the following criteria:

- General presentation of the offer (yes / no)

- Technical characteristics and quality of the material (attach brochures, data sheets and captioned photos) (yes / no)

- Warranty (yes / no)

- After-sales service (yes / no) 

- Delivery time (yes / no)

 

15. Assignment

The Contract will be awarded to the Bidder having submitted the lowest financial bid and meeting the required technical capability (technical score of 80% or higher of yes).

 

16. Bid validity period

Bidders shall remain bound by their bids for ninety (90) days from the deadline for submission of bids.
