National Open Call for Tenders N°001/AONO/INS/ CIPM/2020 of 19/02/2020 

for the supply of computer equipment to the National Institute of Statistics (NIS),

BIP financing of the INS, Fiscal Year 2020

1. Subject

Within the framework of the equipment of the headquarters building of the National Institute of Statistics (NIS), the Director General is launching an Open National Call for Tenders for the supply of computer equipment to the NIS.


2. Consistency of services

The service covered by this invitation to tender consists of the supply of:

- 02 Professional multifunction printers ;

- 10 complete desktop computers;

- 10 Color/NB laser printers;

- 02 Photocopiers Canon iRA C3525 ;

- 10 APC UPS;

- 20 Power strips.


3. Estimated cost

The estimated cost of this Invitation for Bids is fixed at 28,000,000 CFA francs including all taxes.


4. Delivery Time

The maximum delivery period stipulated by the Client is sixty (60) days.


5. Allocation

The services covered by this order letter will be provided in a single batch.


6. Participation and origin

Participation in this call for tenders is open to companies specializing in IT fields established on the Cameroonian territory.


7. Financing

The service that is the subject of this call for tenders is financed by the budget of the National Institute of Statistics for the financial year 2020. Following the line 222300. Acquire computer equipment.


8. Consultation of the file

The file can be consulted during working hours at the INS, Direction des Affaires Administratives et Financières (Service des Marchés), BP 134 Yaoundé, tel: (+237) 222 22 04 45 / 222 22 25 73, Fax: (+237) 222 23 24 37, website: www.statistics-cameroon.org, located at the entrance to the Prime Minister's Office, as soon as this notice is published.


9. Acquisition of the file

The file can be obtained at the Directorate of Administrative and Financial Affairs of the INS (Service des Marchés) located at the entrance of the Prime Minister's Office as soon as this notice is published, against presentation of a receipt of payment of a non-refundable sum of forty thousand (40 000) CFA francs, to the "special account CAS-ARMP, n° 355988" opened in the BICEC agencies. The copy of the receipt of payment will be deposited instead of the withdrawal of the Tender File.


10. Submission of bids

Each tender drawn up in French or English in seven (07) copies, one (01) original and six (06) copies marked as such, must reach the Administrative and Financial Directorate of the INS (Service des Marchés) located at the entrance to the Prime Minister's Office, no later than 20/03/2020 at 12:00 noon and must be marked :

"Notice of National Open Call for Tenders N°001/AONO/INS /CIPM/2020 of 19/02/2020 for the supply of computer equipment to the INS,

To be opened only during the counting session".


11. Provisional bond

Each bidder must attach to its administrative documents, a bid bond drawn up by a financial institution approved by the Ministry in charge of finance and listed in Exhibit 10 of this DAO in the amount of four hundred and fifty thousand (450,000) CFA francs and valid for thirty (30) days beyond the date of validity of the bids.


12. Admissibility of bids

Under penalty of rejection, the other administrative documents required must be produced in originals or in copies certified true copies by the issuing service or an administrative authority, in accordance with the provisions of the Special Rules for Tenders. They must be dated less than three (03) months or be issued after the date of signature of the invitation to tender.

Bids not complying with the requirements of this Bidding Notice and the Bidding Documents will be declared non-responsive. In particular, failure to provide a bid security issued by a financial institution approved by the Ministry of Finance or failure to comply with the model documents in the bidding documents will result in the outright rejection of the bid without any recourse.


13. Bid Opening

The opening of the tenders will take place on 20/03/2020 at 1 p.m. by the Internal Procurement Commission of the INS, in the meeting room of the National Institute of Statistics (INS), located in the annex buildings below the Ministry of Territorial Administration.

Only bidders or their duly authorised representatives, and having a perfect knowledge of the file, may attend these opening sessions.


14. Evaluation criteria

The eliminatory criteria will cover the following aspects:

Absence or non-conformity of one of the documents in the administrative file within 48 hours of the opening of the tenders;

Absence of the bid security;

Non-compliance with certain technical specifications specified in the RPAO;

False declaration or falsified documents;

Less than 03 YES on the 4 existing essential criteria;

Essential criteria

The essential criteria provide information on the technical qualification of the candidates.

Technical offers will be evaluated in a binary way and according to the following essential criteria:

I- The general presentation of the offer:

II- Tenderer's references

III- Turnover ;

IV- Delivery time

IV - After-sales service

Details of the criteria are given in Exhibit 3 of this DAO.


15. Allocation

The Employer will award the Contract to the Bidder whose bid has been determined to be substantially responsive in accordance with the bidding documents and who has the technical and financial capability to perform the Contract satisfactorily and whose bid has been evaluated as the lowest evaluated bid, including any discounts offered.


16. Period of Validity of Bids

Tenderers shall remain bound by their tender for 90 days from the deadline for submission of tenders.
