NOTICE OF NATIONAL OPEN TENDER N°S2/43/001/AONO/MINFOPRA/CIPM/2021 OF 01/02/2021 RELATING TO THE ASSISTANCE TO THE CONTRACTING AUTHORITY FOR THE DESIGN, DEVELOPMENT AND COMMISSIONING OF THE NEW COMPUTER SYSTEM OF INTEGRATED MANAGEMENT OF THE STATE PERSONNEL AND THE PAY (SIGIPES 2) OF THE STATE OF CAMEROON. IN EMERGENCY PROCEDURE

MINISTRY OF PUBLIC SERVICE AND ADMINISTRATIVE REFORM

1. Subject

The Minister of Public Service and Administrative Reform, the project owner, launches on behalf of the Public Administration, a National Open Call for Tenders for the assistance to the project owner for the design, development and commissioning of the new Integrated Management Information System for State Personnel and Payroll (SIGIPES 2) of the State of Cameroon.

 

2. Consistency of the service

The consistency of the services covered by these Bidding Documents is specified in the Terms of Reference, part N°5.

The services, subject of the contract are divided as follows:

Elaboration of an implementation plan of the system ;

Preparation of the organizational prerequisites and study of the regulations;

Assistance of the administration in the implementation of the system;

Follow-up of the implementation of SIGIPES 2 ;

Quality control of services;

Audit of the implementation of SIGIPES 2 (organizational, security, etc.);

Control of the supply, installation, and configuration of the various IT equipment of the platform;

Periodic evaluation of the various works;

Prior validation of each recipe;

Control of the integration of all the modules that make up SIGIPES 2.

The configurations of SIGIPES 2 must allow its accessibility in both official languages, in particular French and English.

 

3. Estimated cost

The estimated cost of the services relating to Project Management Assistance is Nine Hundred and Fifty-five Million Eight Hundred and Seventy Thousand (955,870,000) FCFA.

 

4. Delivery time

The mission will take place over a period of thirty-six (36) months, starting from the date of notification of the Service Order to start the services. It shall run from the date of notification of the Service Order to start the execution of the service. 

 

5. Allocation

The services are in a single package.

 

6. Participation and origin

The participation in the present Call for Bids is open to companies involved in the implementation of computer applications.

 

7. Financing

The services are financed by MINFOPRA's Public Investment Budget, Fiscal Year 2021 and following,

Budgetary allocation 55 50 320015 2022.

 

8. Consultation of the file

The Bidding Documents can be consulted during working hours as soon as this Notice is published at the Service des Marchés, 5th floor, door 506 of the main building of the Ministry of Civil Service and Administrative Reform, telephone 222 22 05 23.

 

9. Acquisition of the file

The OPEN Bidding Documents can be obtained from the Contracts Department, 5th floor, door 506 of the main building of the Ministry of Public Service and Administrative Reform, as soon as this Notice is published, against presentation of the receipt of payment to the Public Treasury of a non-refundable sum of 400 000 (Four hundred thousand) FCFA.

 

10. Submission of bids

Each bid drawn up in French or English in seven (07) copies, one (01) original and six (06) copies marked as such, shall be submitted against a receipt to the Contract Service, bearing 506 no later than 1 p.m. (local time) on 10/03/2021 and shall be marked :

IN EMERGENCY PROCEDURE

"A N OPEN ONLY IN THE COUNTING SESSION".

N.B.: Envelope C containing an additional copy of the financial offer, written in French or English, must be marked :

"NATIONAL OPEN CALL FOR TENDERS N° S2/43/001/AONO/MINFOPRA/CIPM/2021 OF 01/02/2021 RELATING TO THE ASSISTANCE TO THE CONTRACTING AUTHORITY FOR THE DESIGN, THE DEVELOPMENT AND THE COMMISSIONING OF THE NEW COMPUTER SYSTEM OF INTEGRATED MANAGEMENT OF THE PERSONNEL OF THE STATE AND OF THE PAY (SIGIPES 2) OF THE STATE OF CAMEROON".

THIS IS A "SAMPLE OFFER NOT TO BE OPENED, TO BE TRANSMITTED TO THE ARMP FOR CONSERVATION".

11. Provisional Bond

Under penalty of rejection, the bidder must attach to its administrative documents, a bid bond in the amount of 19,117,400 (Nineteen million one hundred and seventeen thousand four hundred) CFA francs, issued by a financial institution approved by MINFI and valid for thirty (30) days beyond the original date of validity of the bids.

 

12. Admissibility of bids

Offers that do not comply with the separation of administrative, technical and financial files or do not contain the sealed financial control offer will be inadmissible.

Under penalty of rejection, the other required documents of the administrative file must imperatively be produced in original copies or in copies certified true copies by the issuing service or an administrative authority, in accordance with the provisions of the Special Bidding Rules.

They must be dated less than three (03) months prior to the date of submission of bids or must have been drawn up after the date of signature of the Request for Bids.

Any bid that is incomplete in accordance with the requirements of the Open Bidding Documents will be declared non-responsive, particularly in the absence of a bid security issued by a first-class financial institution approved by the Ministry of Finance.

 

13. Opening of Bids

The opening of the folds will be done in two steps:

- the opening of the administrative documents and the technical offer will take place first;

- it will then be followed by the opening of the financial offer of the bidders having obtained the minimum required technical score.

The opening of the administrative rooms and the technical offer will take place on 10/03/2021 at 14:00 (local time), in the conference room on the 5th floor of the main building.

Bidders may attend this opening session or be represented by a duly authorized person of their choice.

The opening of the financial bids of the bidders having met all the elimination criteria relating to the administrative files and technical bids will take place thereafter.

 

14. Evaluation criteria

* Preliminary criteria

- appear on the list of suspended companies ;

- absence of the sworn declaration of non-abandonment in the last three years;

- false declaration or falsified document;

- Absence or non-compliance of a document in the administrative file beyond the regulatory deadline of 48 hours;

- absence of the bid bond at the opening of the bids;

- failure to respect the profile of the head of mission;

- absence of a unit price quantified in the Quantitative and Estimated Estimate ;

- absence of financial capacity ;

- presence of financial information in the administrative and technical offer;

- technical score of less than 80 points.

* Essential criteria

The bid scoring system detailed in the CAP will be based on the following criteria:

-   Bidder's general experience in the area of solicitation                                     35

-   Qualifications and references of key personnel assigned to the mission         40

-   Methodological approach and understanding of ToRs                                     15

15. Assignment

The Contract will be awarded to the Bidder with the lowest bid by a combination of the required technical and financial qualification criteria.

 

16. Period of Bid Validity

The Co-contractor shall be bound by its offer for a period of one hundred and twenty (120) days, starting from the deadline for submission.
