NATIONAL OPEN TENDER N°003/AONO/SUPPTIC/CIPM/2021 FOR THE ACQUISITION OF COMPUTER EQUIPMENT FOR THE ECOLE NATIONALE SUPERIEURE DES POSTES, DES TELECOMMUNICATIONS ET DES TECHNOLOGIES DE L'INFORMATION ET DE LA COMMUNICATION (SUPPTIC).

1. Subject

 THE DIRECTOR OF SUP'PTIC LAUNCHES A NATIONAL OPEN TENDER N°003/AONO/SUP'PTIC/CIPM/2021 FOR THE ACQUISITION OF COMPUTER EQUIPMENT FOR THE ECOLE NATIONALE SUPERIEURE DES POSTES, DES TELECOMMUNICATIONS ET DES TECHNOLOGIES DE L'INFORMATION ET DE LA COMMUNICATION (SUP'PTIC).

 

2. Consistency of services

The services provided under this Contract include: the supply of computer equipment as follows

02 (TWO) CANON IMAGE RUNNER 2525 PHOTOCOPIERS (ROUGH COPIER) PHOTOCOPYING AND DOUBLE-SIDED PRINTING IN BLACK, COLOR DIGITIZATION-PRINTING SPEED 25 PPM-TWO 550-SHEET CASSETTES + 150-SHEET PAPER TRAY -CONNECTIVITEX USB AND RJ45 NETWORK.  

- 01 (ONE) CANON IR2530I COPIER.

-02 (TWO) BINDING MACHINES DELI N°3874 450 SHEETS MAX BIND CAPACITY, 25 SHEETS MAX PUNCH CAPACITY.

-01 (ONE) SHREDDER NAGO PAPER SHREDDER NG-209,21 LITERS SHRED CAPACITY 12 SHEETS 221*152*352.

-05 (FIVE) LAPTOP ACER ASPIRE ONE N2600, WIFI 5 AND 6 80211AR, FULL DH, SSD-1T INTEL CORE I7, USB 3. OHDMI, 8G RAM, AZERTY KEYBOARD

3. Estimated Cost

The estimated cost is twenty million (20,000,000) FCFA including VAT.

 

4. Delivery time

The delivery period for computer equipment is set at sixty (60) days from the date of notification of the service order.

 

5. Participation and origin

Participation in this call for tenders is open to all companies under Cameroonian law operating in the field of information technology, established or represented in Cameroon and meeting the conditions for supplying this type of equipment.

 

6. Consultation of the file

The file can be consulted during working hours at the SUP PTIC contracting department in Yaoundé, door A7, located on the second floor of the administrative building, telephone: 695035822/676314009 as soon as this notice is published.

 

7. Acquisition of the file

The tender dossier, drawn up in French or English, can be obtained from the Procurement Department of SUP'PTIC Yaoundé, Gate A7, located on the second floor of the administrative building, telephone: 695035822/676314009 as soon as this notice is published, against payment of a non-refundable sum of fifty thousand CFA francs (50. 000) and upon presentation of a receipt, payable to the "CAS-ARMP special account" n° 335988 opened in all the branches of the Banque Internationale du Cameroun pour l'Epargne et le Crédit (BICEC).

 

8. Submission of bids

Each bid written in French or English in seven (07) copies, the original and six (06) copies marked as such, must reach the contracting department of SUP'PTIC in Yaoundé, door A7 on the second floor of the administrative building, telephone 695035822/676314009, no later than 22/04/2021 at 12:00 local time and must be marked: "OPEN NATIONAL TENDER FILE N°003/AONO/SUP'PTIC/CIPM/2021 FOR THE ACQUISITION OF COMPUTER EQUIPMENT FOR THE ECOLE NATIONALE SUPERIEURE DES POSTES, DES TELECOMMUNICATIONS ET DES TECHNOLOGIES DE L'INFORMATION ET DE LA COMMUNICATION-SUP'PTIC. ".

 

9. Provisional bond

Each bidder must attach to its administrative documents a bid bond of four hundred thousand (400,000) FCFA issued by a first class bank approved by the Ministry of Finance and listed in Exhibit 11 of the DAO.

In the absence of this bid bond and in accordance with Order No. 093/CAB/PM of November 5, 2002 setting the amounts of the bid bond and the costs of the bidding documents, SMEs with national capital and management may produce a legal mortgage.

10. Admissibility of Bids

The required administrative documents must be submitted in originals or copies certified by the issuing department or competent administrative authority, in accordance with the provisions of the Special Rules for Invitations to Tender, or they will be rejected. They must be less than three (03) months old or have been drawn up after the date of signature of the invitation to tender. 

Any bid that is incomplete in accordance with the requirements of the bidding documents will be declared inadmissible. In particular, the absence of a bid bond issued by a first-class bank approved by the Ministry of Finance or failure to comply with the model documents in the bidding documents will result in the outright rejection of the bid without any appeal.

 

11. Opening of bids

Bids will be opened in one step.

The opening of the administrative documents, the technical bids and the financial bids will take place on 22 /04 / 2021 at 1 p.m. by the internal Contract Award Commission placed at SUP'PTIC in room C9 of SUPPTIC.

Only the tenderers may attend this opening session or be represented by a person of their choice, duly mandated and having a perfect knowledge of the file.

In case of absence or non-conformity of a document of the administrative file during the opening of the bids, a delay of forty-eight (48) hours is granted to the tenderers concerned to produce or replace the document in question. However, the absence of the bid bond at the bid opening will result in the rejection of the bid.

 

12. Evaluation Criteria

1. Eliminatory criteria

- Absence of the bid bond,

- Misrepresentation or falsification of documents,

- Non-compliance with the major technical specifications of the supply,

- Non-compliance with at least four (04) essential criteria,

- Absence of a quantified unit price,

- Non-conformity of the tender model,

- Absence of a prospectus, 

 

2. Essential Criteria

The rating of the following essential criteria will be done according to the binary mode by attributing to each criterion the positive value (yes) or the negative value (no).

Certificate of financial solvency issued by a first class banking institution approved by MINFI.

Supplier's references: proof of having executed at least one similar contract during the last three years; 2018; 2019; 2020; for a total amount of twenty million (20.000.000)

Presentation of warranty certificates.

Conformity of the proposed equipment to at least 90% of the technical specifications

Delivery time

13. Award

The contract will be awarded to the bidder who submits the lowest evaluated bid that is substantially compliant with the requirements of the bidding documents and that meets 100% of the eliminatory criteria and obtains at least four (04) yeses out of five (05) of the essential criteria.

 

14. Period of Validity of Bids

Bidders shall remain bound by their bid for (ninety) 90 days from the deadline for submission of bids.
