National tender of SONAMINES for the acquisition of computer equipment

1. Subject

The Director General of SONAMINES launches an Open National Tender in emergency procedure for the acquisition of computer equipment for the operationalization of SONAMINES.

2. Consistency of services

The services covered by this tender include the acquisition of the following computer equipment:

- 03 Computers all in one screen 23";

- 06 Computers all in one screen 20";

- 20 Laptops 4Gb RAM;     

- 07 Laptops 12GB RAM;   

- 03 3 in 1 color printers;      

- 07 3-in-1 black and white printers;          

- 01 Document scanner;

- 01 PVC printer;         

- 01 Professional scanner;

- 12 UPS 1500VA;     

- 36 Windows 10 pro licenses;

- 36 Licenses office pro 2016;

- 02 RACK 2U servers;

- 01 UPS 10 KVA;

- 01 windows server 2019+remote access license.

3. Estimated cost

The estimated cost of the operation at the end of the preliminary studies is fifty million (50 000 000) CFA francs including tax.

4. Allocation

The supplies covered by this invitation to tender are delivered in one (01) batch.

5. Participation and origin

Participation in this invitation to tender is open to all companies and enterprises under Cameroonian law specializing in the supply of computer equipment and having proven experience in this field.

6. Financing

The services covered by this invitation to tender are financed by the investment budget of SONAMINES for the year 2021.

7. Consultation of the File

The physical File can be consulted during working hours at the General Management of SONAMINES, located at Omnisport district, Avenue Marc Vivien FOE, former SODEPA entrance, Tel: 242 058 396/696 323 506 / 671 288 909 in Yaoundé as soon as this Notice is published.

8. Acquisition of the File

The Bidding Documents can be obtained from the General Management of SONAMINES, located at Omnisport district, Avenue Marc Vivien FOE, Yaoundé, old SODEPA entrance, tel: 242 058 396/696 323 506 / 671 288 909, as soon as this notice is published, on presentation of a receipt of payment of a non-refundable sum of sixty thousand (60 000) FCFA payable to the CAS-ARMP account and representing the cost of purchase of the OAD.

9. Submission of Bids

Each bid written in French or English in seven (7) copies including the original and six (6) copies marked as such, must reach the General Management of SONAMINES, located in the Omnisport district, Avenue Marc Vivien FOE, Yaoundé, old SODEPA entrance, Tel: 242 058 396/696 323 506 / 671 288 909, no later than 25/08/2021 at 13:00 local time and must be marked :

10. Delivery time

The maximum period foreseen for the delivery of the supplies subject of this invitation to tender is thirty (30) days from the date of notification of the service order for the commencement of services.

11. Provisional Bond

Each bidder must attach to its administrative documents a bid bond issued by a first-class banking institution or a financial institution approved by the Ministry of Finance and listed in Exhibit 12 of the tender documents, in the amount of one million (1,000,000) CFA francs, valid for thirty (30) days beyond the deadline for the validity of bids.

12. Admissibility of Bids

Under penalty of rejection, the required administrative documents must be produced in originals or in copies certified as true by the issuing department or competent administrative authority, in accordance with the provisions of the Special Rules for Invitations to Tender. They must be dated within three (3) months or have been drawn up after the date of signature of the invitation to tender.

Any bid that is incomplete in accordance with the requirements of the bidding documents will be declared inadmissible. In particular, the absence of a bid bond issued by a first-class banking institution or a financial institution approved by the Ministry of Finance or failure to comply with the model documents in the bidding documents will result in the outright rejection of the bid without any appeal.

13. Opening of Bids

The opening of the bids will be done in one (01) step.

The opening of the administrative documents, technical and financial offers will take place on 25/08/2021 at 14:00 by the Internal Commission for the Award of Contracts in the meeting room of the General Management of SONAMINES, located in the Omnisport district, Avenue Marc Vivien FOE, Yaoundé, former SODEPA entrance.

Only bidders may attend this opening session or be represented by a duly mandated person of their choice

14. Evaluation criteria

1 Eliminatory criteria

- Absence or non-conformity of an administrative document after a period of 48 hours;

- Absence of the bid bond.

- Misrepresentation or Falsified Exhibit; 

- Absence of manufacturer's approval or supplier's authorization for equipment (for computers, licenses, printers, UPS, servers and scanners); 

- Absence of manufacturer's or approved supplier's data sheet presenting the characteristics of the proposed equipment supported by color brochures in the copies and the original;

- Non-compliance of any of the major technical specifications;

- Absence of a declaration on honour of never having abandoned an awarded contract during the last three (03) years;

- Failure to meet at least five (05) of the seven (07) essential criteria 

- Omission of a unit price in the price schedule;

- Absence of one of the following financial bid documents

- The stamped, dated and signed bid;

- The initialed unit price schedule;

- Dated and signed quantitative and estimative details;

- Failure to satisfy any of the above criteria will result in the elimination of the evaluated bid

To be eligible for financial evaluation, bidders must meet all of the so-called elimination criteria and obtain at least five (05) of the seven (07) criteria.

15. Award

The Letter Order will be awarded to the bidder whose financial offer is evaluated as the lowest and whose administrative and technical offers substantially comply with the eliminatory and essential criteria of the SOW.

16. Duration Validity of Bids

Bidders shall remain bound by their bids for a period of ninety (90) days from the deadline for submission of bids.
