NOTICE OF EMERGENCY OPEN NATIONAL CALL FOR TENDERS N°01/AONO/CNDDR/CIPM/2020 of 3 August 2020,

for the supply, installation and commissioning of IT equipment to the National Committee for Disarmament, Demobilization and Reintegration.

FINANCING: EQUIPMENT BUDGET 2019 FINANCIAL YEAR 2020

1. Subject

The National Coordinator of CNDDR launches an Open National Call for Tenders under an emergency procedure for the supply, installation and commissioning of hardware to the National Committee for Disarmament, Demobilization and Reintegration.

 

2. Consistency of services

The scope of the present contract includes all the technical characteristics of the IT equipment described in the Description of the Supply.

 

3. Estimated cost

The estimated cost of the operation at the end of the preliminary studies is thirty million seven hundred thousand (30 700 000) CFA Francs including all taxes.

 

4. Delivery time

The service, which is the subject of this Invitation to Tender, must be performed within thirty (30) days from the notification of the relevant contract to the supplier.

 

5. Allocation

The services are provided in a single batch.

 

6. Participation and origin

Participation in this call for tenders is open to Cameroonian companies.

 

7. Financing

The services covered by this call for tenders are financed by the capital budget of the CNDDR 2019 Fiscal year 2020.

 

8. Consultation of the file

The file may be consulted and withdrawn from the NCDRDO after publication of this Invitation to Tender in the Journal des Marchés and by posting it at the NCDRDO.

 

9. Acquisition of the file

The withdrawal of the bidding documents will be made on presentation of the receipt of payment of a non-refundable sum of fifty one thousand (51 000) CFA Francs to the Special Allocation Account (CAS) ARMP N°335 988 opened at BICEC Yaounde, Central Agency or in all the Agencies of the said Bank on the whole Cameroonian territory.

 

10. Submission of bids

Offers drawn up in English or French in seven (7) copies of which one (01) original and six (06) copies marked as such, must be filed in a sealed envelope with the Services of the CNDDR, at the latest on 26 August 2020 at 9:00 a.m. sharp, against a receipt, and must bear the following indications:

11. Provisional Bond

Each bidder must attach to its administrative documents a bid bond issued by a first-class bank approved by the Ministry of Finance and listed in Exhibit 12 of the DAO in the amount of six hundred and fourteen thousand (614,000) CFA francs. It is equal to 2% of the estimated cost of the contract including all taxes (including tax) in accordance with the decree in force and valid for thirty (30) days beyond the deadline for the validity of bids.

 

12. Admissibility of bids

Under penalty of rejection, the required documents from the administrative file must be produced in originals or in copies certified true copies by the issuing service or competent administrative authority, in accordance with the provisions of the Special Rules for Tenders. They must be less than three (-03) months old and must have been drawn up after the date of signature of the invitation to tender.

Any bid that is incomplete as prescribed in the bidding documents will be declared non-responsive. In particular, failure to provide a bid security issued by a first-class bank approved by the Ministry of Finance or failure to comply with the model documents in the bidding documents will result in the outright rejection of the bid.

Any bid not produced in seven (07) copies and/or not complying with the requirements of the DAO will be declared non-responsive.

 

13. Bid Opening

The opening of the folds will be done in one go.

The opening of the administrative documents, technical and financial bids will take place on 26 August 2020 at 10:00 a.m. sharp by the Internal Procurement Commission of the National Committee for Disarmament, Demobilization and Reintegration, in the conference room located in the Golf district, in the presence of the bidders or their duly mandated representatives with full knowledge of the file.

 

13. Fold opening

The opening of the folds will be done in one go.

 

The opening of the administrative documents, technical and financial bids will take place on 26 August 2020 at 10:00 a.m. sharp by the Internal Procurement Commission of the National Committee for Disarmament, Demobilization and Reintegration, in the conference room located in the Golf district, in the presence of the bidders or their duly mandated representatives with full knowledge of the file.

 

14. Evaluation criteria

The technical evaluation will be made on the basis of the predefined criteria to which the binary rating will be assigned (yes or no) in order to achieve the overall 80% "yes" score. These criteria are detailed as follows:

15. Assignment

The Employer will award the Contract to the Bidder whose bid has been determined to be substantially responsive in accordance with the bidding documents, who has the technical and financial capability to perform the Contract satisfactorily and whose bid has been evaluated as the lowest evaluated bid, including any discounts offered.

 

16. Period of Bid Validity

Bidders remain bound by their bids for sixty (60) days from the deadline for submission of bids in accordance with the Bidding Documents.
