National Open Call for Tenders N°009/AONO/J/CRPM/2020of 29 June 2020,

in Emergency Procedure relating to the acquisition of computer equipment for the Regional Delegation of the Centre, BRCAS Centre, DDAS MBAM ET KIM, DDAS MBAM ET INOUBOU, CESO OBALA.

1. Subject

The Governor of the Centre Region, Delegate Project Manager, launches a National Open Call for Tenders for the acquisition of computer equipment for the Regional Delegation of Social Affairs of the Centre, BRCAS CENTRE, DDAS MBAM ET KIM, DDAS MBAM ET INOUBOU, CESO OBALA.

2. Consistency of services

The computer equipment, which is the subject of this Invitation to Tender is made up as follows:

- 04 cannon photocopiers;

- 11 extension cords of 05 sockets;

- 03 Scanners;

- 04 printers;

- 09 microcomputers;

- 09 inverters;

- 44 anti-virus;

- 01 video projector ;

- 09 voltage regulators.   

3. Estimated cost

Budgetary allocation: CFAF 20,854,000 (twenty million eight hundred and fifty-four thousand).

 4. Time of delivery

The delivery period is a maximum of sixty (60) days from the date of notification of the service order to start the execution of the services.

5. Participation and origin

Participation in this Call for Bids is open on equal terms to all companies established in Cameroon and in compliance with their administrative and fiscal obligations.

6. Financing

The computer equipment, subject of this Call for Tenders, is financed by the Public Investment Budget allocated to the Regional Delegation of Social Affairs of the Centre, BRCAS CENTRE, DDAS MBAM ET KIM, DDAS MBAM ET INOUBOU, CESO OBALA for the financial year 2020.

7. Acquisition of the file

The bidding documents can be consulted and withdrawn by bidders during working hours at the offices of the Governor of the Central Region, Gate 107 against presentation of a receipt for payment to the Public Treasury of a non-refundable sum of thirty thousand (30,000) CFA Francs upon publication of this Invitation to Tender.

8. Submission of bids

Each tender, drawn up in French or English in seven (07) copies, one original and six (06) copies marked as such, must be deposited against a receipt in the services of the Governor of the Centre at door 107 no later than 24 July 2020, at 2 p.m., and marked :

"Avis d'Appel d'Offre National Ouvert N°009/AONO/J/CRPM/2020 du 29 Juin 2020, en procédure d'urgence relatif à l'acquisition du matériel informatique destiné à la Délégation Régionale du Centre, BRCAS CENTRE, DDAS MBAM ET KIM, DDAS MBAM ET INOUBOU, CESO OBALA." to be opened only during the counting session.

9. Provisional bond

Each bidder shall attach to its administrative documents, a bid bond issued by a bank or insurance company approved by the Ministry in charge of Finance in the amount of four hundred and sixteen thousand (416 000) CFA francs.

10. Admissibility of bids

Under penalty of rejection, the other administrative documents required must be produced in originals or in copies certified by the issuing department, in accordance with the Special Rules for Tenders.

Any bid that does not comply with the provisions of this Notice and the Bidding Documents will be declared inadmissible.

11. Opening of bids

The opening of the folds will be done in one go. It will take place on 24 July 2020 at 3 p.m. in the conference room of the services of the Governor of the Centre Region located on the 1st floor by the Regional Commission for the Award of Public Contracts placed with the Centre Region, sitting in the presence of the tenderers or their duly authorised representatives and having a perfect knowledge of the tenders for which they are responsible.

12. Evaluation Criteria

Essential criteria

The technical offers will be evaluated according to the binary system (yes/no) on the basis of the following criteria:

General presentation of the offer (yes / no)

Technical data and quality of the material (attach brochures and captioned photos) (yes / no)

References for similar benefits (yes/no)

Warranty (yes / no)

After-sales service (yes / no)

Maintenance (yes / no)

Delivery time (yes / no)                   

Qualifying Criteria

Absence of Bid Bond ;

Incomplete or non-compliant administrative file after 48 hours (subject to the provisions of Article 92 (9) of Decree 2018/366 of 20 June 2018 on the Public Procurement Code);

Presence on the MINMAP list of defaulting companies;

False declaration or falsified or scanned document (the CPMR and the Contracting Authority reserve the right to authenticate any document of dubious nature)          

Technical score below 70% of the essential criteria ;

Omission of a quantified unit price in the financial offer.

Incomplete financial offer.

13. Award

The Letter of Request will be awarded to the tenderer with the lowest evaluated financial offer and meeting the required technical and administrative capacity (technical score 70% or more of yes).

14. Period of validity of tenders

Tenderers shall remain bound by their tenders for a period of ninety (90) days from the deadline for submission of tenders.

N.B.: "Any attempt at corruption or bad practices must be reported in writing to the Minister Delegate at the Presidency in charge of Public Procurement with a copy to the President of the National Anti-Corruption Commission (CONAC) and to the Regional Delegate MINMAP Centre.
