Notice of national tender for the acquisition of computer equipment at CAMPOST

NOTICE OF NATIONAL OPEN TENDER N° 00019/AONO/MPT/CIPM/2021 OF JULY 27, 2021 ISSUED UNDER THE EMERGENCY PROCEDURE FOR THE ACQUISITION OF COMPUTER EQUIPMENT FOR THE NATIONAL ELECTRONIC COMMUNICATIONS AGGREGATION PLATFORM, AT CAMEROON POSTAL SERVICES (CAMPOST).

1. Purpose

The Minister of Posts and Telecommunications is launching an emergency National Open Call for Tenders for the supply of computer equipment for the national electronic communications aggregation platform at CAMPOST.

2. Consistency of the services

This call for tenders consists of the acquisition of:

- Thirty (30) laptops ;

- Three (03) desktop computers;

- Six (06) SMART IPTV;

- Four (04) Multifunction printers;

- One (01) Multifunction Photocopier.

3. Estimated Cost

The estimated cost of the operation is forty million (40 000 000) FCFA.

4. Participation and origin

Participation in this call for tenders is open to all companies specialized in the supply of computer equipment and software.

5. Financing

The supplies, which are the subject of this invitation to tender, are financed by the Treasury's Special Allocation Account for the Development of Postal Activity (CAS POSTE), Fiscal Year 2021, on budget line No. 55 45 587 02 220021 2276: "Supply of computer equipment, monitoring devices to Campost".

6. Consultation of the file

The file may be consulted during working hours at the Directorate of General Affairs, Public Contracts Department (1st floor, door 162, Telephone 222.23.36.41) as soon as this notice is published.

7. Acquisition of the File

The file can be obtained from the General Affairs Department, Public Procurement Service, located on the first floor of the building housing the central services of the Ministry of Posts and Telecommunications (door 162, Tel. 222.23.36.41), as soon as this notice is published, upon presentation of a receipt for payment to the Public Treasury of a non-refundable sum of fifty thousand francs (50,000) CFA francs

8. Submission of bids

Each tender, written in French or English, in seven (07) copies, including the original and six (06) copies marked as such, must reach the Ministry of Posts and Telecommunications, Directorate of General Affairs, Public Contracts Department, located on the 1st floor of the building housing the central services of the Ministry of Posts and Telecommunications, door 162), no later than 20 August 2021 at 2 p.m. and must be marked as follows

"NATIONAL OPEN TENDER N° 00019/AONO/MPT/CIPM/2021 OF 27 JULY 2021, LAUNCHED UNDER THE EMERGENCY PROCEDURE FOR THE ACQUISITION OF COMPUTER EQUIPMENT FOR THE NATIONAL PLATFORM FOR THE AGGREGATION OF ELECTRONIC COMMUNICATIONS, AT CAMEROON POSTAL SERVICES (CAMPOST).

To be opened only during the counting session".

9. Delivery Time

The maximum delivery time provided by the project owner is three (03) months.

10. Provisional bond

Each bidder must attach to its administrative documents a bid bond or a bank cheque drawn up by a first class financial institution approved by the Ministry of Finance in the amount of eight hundred thousand (800,000) FCFA, for each lot and valid for thirty (30) days beyond the date of validity of the bids.

11. Admissibility of Bids

Under penalty of rejection, the administrative documents must be produced in originals or in copies certified as true by the issuing department in accordance with the provisions of the Special Rules of the invitation to tender. They must be dated less than three (03) months prior to the date of submission of bids or have been drawn up after the date of signature of the invitation to tender.

Any bid that does not comply with the requirements of this Notice and Bidding Documents will be declared non-responsive.

12. Opening of Bids

Bids will be opened in a single session. The opening of the administrative, technical and financial bids will take place in the meeting room of the Commission located at the CAMPOST headquarters building, gate 308 on August 20, 2021 at 3 p.m., by the Internal Contract Award Commission sitting in the presence of the bidders who wish to attend or their duly authorized representatives who have full knowledge of the file.

Only bidders may attend this opening session or be represented by a duly authorized person of their choice.

13. Evaluation criteria

1. Eliminatory criteria :

- Absence or non-compliance of an administrative document, 48 hours after the opening of bids;

- Absence of a bid bond or bank check at bid opening;

- Falsified document or false declaration;

- Absence of a quantified unit price;

- Incomplete financial offer;

- Absence of valid manufacturer's approval for microcomputers;

- Absence of prospectus of the proposed equipment accompanied by authentic sheets describing the technical characteristics of the said equipment;

- Non-compliance with 75% of the minimum technical specifications;

- Absence of declaration on honour of not abandoning services or not defaulting;

- Failure to meet at least 4 out of 5 essential criteria.

2. Essential Criteria:

The qualification criteria for applicants are as follows:

- Similar Reference;

- Financing Capacity;

- After Sales Services;

- Delivery time.

- Acceptance of the terms of the contract

14. Award

The Employer will award the contract to the bidder whose bid is evaluated as the lowest priced and is determined to be substantially responsive to the Bidding Documents.

15. Duration Validity of Bids

Bidders shall remain bound by their bids for ninety (90) days from the deadline for submission of bids.

16. Additional Information
