NOTICE OF REQUEST FOR QUOTATION N° 0008/DC/MINEPAT/CIPM/2022 OF 20 JULY 2022 FOR THE ACQUISITION OF COMPUTER EQUIPMENT FOR THE COMPETITIVENESS COMMITTEE

1. Purpose

Within the framework of investment support, the Minister of the Economy, Planning and Regional Development, the project owner, is publishing a Request for Quotation for the acquisition of computer equipment, office equipment and furniture for the Competitiveness Committee in two (02) lots, under an emergency procedure: Lot 1: Acquisition of computer equipment; Lot 2: Acquisition of office equipment and furniture.

2. Consistency of the services

The services covered by this Request for Quotation relate to computer equipment, office equipment and furniture for the Competitiveness Committee in two (02) lots as follows

3. Estimated cost

The estimated cost of the operation at the end of the preliminary studies is Fifteen Million (15,000,000) CFA Francs, including tax for lot 1 and Fifteen Million (15,000,000) CFA Francs, including tax for lot 2.

4. Allotment

This Request for Quotation is in two (02) lots.

5. Participation and origin

Participation in this Request for Quotation is open to Cameroonian companies having competence in the field of supplies.

6. Financing

The supplies, subject of this Request for Quotation, are financed by the Public Investment Budget of MINEPAT, Fiscal Year 2022, code: 56 22 02 330020 464100 337.

7. Consultation of the File

As soon as this Notice is published, the File may be consulted during working hours at the Directorate of General Affairs, Public Contracts Department, door 005, at the pink building of the Ministry of the Economy, Planning and Regional Development in Yaoundé, Tel: 222 22 41 28.

8. Acquisition of the File

The Consultation File can be obtained from the Directorate of General Affairs, Contracts Department, door 005, upon presentation of the original receipt of payment to the Public Treasury of a non-refundable sum of Thirty Thousand (30,000) FCFA.

When collecting the file, tenderers must register with the Public Procurement Department of MINEPAT, indicating their full address (post office box, telephone number, fax).

9. Submission of tenders

Each Tender, written in French or English in seven (07) copies, one (01) original and six (06) copies marked as such, must be deposited at the Directorate of General Affairs, Public Procurement Department, door 07, of the Ministry of the Economy, Planning and Regional Development, located at the above address, no later than 23 August 2022 at 1 p.m., local time, bearing the following mention

REQUEST FOR QUOTATION N°....0008......../DC/MINEPAT/CIPM/2022 DU.......20 JUIL 2022............., WITH A VIEW TO THE ACQUISITION OF COMPUTER EQUIPMENT AND OFFICE EQUIPMENT AND FURNITURE FOR THE BENEFIT OF THE COMPETITIVENESS COMMITTEE IN TWO (02) LOTS, UNDER AN EMERGENCY PROCEDURE: LOT 1: ACQUISITION OF COMPUTER EQUIPMENT; LOT 2: ACQUISITION OF OFFICE EQUIPMENT AND FURNITURE.

"TO BE OPENED ONLY AT THE OPENING SESSION".

Any tender not produced in seven (07) copies, including one (01) original and six (06) copies, shall be declared inadmissible.

10. Delivery time

The maximum period allowed by the Employer for the execution of the services covered by this Request for Quotation is three (3) months from the date of notification of the Service Order for the commencement of the services.

11. Provisional Security

Tenders must be accompanied by a provisional bond, issued by a bank or financial institution approved by the Ministry of Finance and listed in the annex to the contract, in the amount of CFAF 300,000 (three hundred thousand) for each lot.

12. Admissibility of Bids

Any bid that does not comply with the requirements of the Consultation Documents shall be declared inadmissible. On pain of elimination, the following administrative documents must be produced in original for :

    -The Declaration of Intent to Tender, stamped and signed, indicating the surname, forenames, capacity, domicile, nationality and powers of the signatory and, in the case of a company, the company name and address of the registered office;

   - The certificate of non-bankruptcy issued by the Registrar of the Court of First Instance of the Tenderer's domicile;

   - A valid certificate of non-redeemability issued by the head of the relevant tax office;

   - The certificate for submission of the National Social Security Fund, bearing the subject and number of the consultation, certifying that the tenderer is up to date with its contributions to the CNPS;

    - a certificate of direct debit issued by a bank approved by the Minister of Finance;

    - The receipt of payment to the Treasury of the cost of acquiring the tender documents;

    - The Certificate of Non-Exclusion from Public Procurement issued by the Public Procurement Regulatory Agency;

    - A bid bond issued by a first class financial institution approved by MINFI on the basis of COBAC criteria;

   -  A certificate of financial capacity corresponding to at least 75% of the amount of each lot;

    - The power of signature, where applicable.

N.B.: All the above-mentioned documents must be produced in originals or certified copies, and must be less than three (03) months old, or have been drawn up after the date of publication of this notice and conform to the models.

13. Opening of Tenders

Tenders will be opened on 23 August 2022 at 14:00 local time by the Internal Procurement Commission of the Ministry of the Economy, Planning and Regional Development, in the Commission's room at Annex 1, behind ELECAM, in the presence of the Tenderers or their duly authorised representatives.

14. Evaluation criteria

    Eliminatory criteria :

a) Absence or non-conformity of an administrative document beyond the regulatory deadline of 48 hours after the opening of the bids;

b) Absence of the bid bond;

c) Falsified documents or false declarations;

d) Omission of a quantified unit price in the price schedule;

e) Technical score below 70%;

f) Failure to meet at least 3 out of 4 essential criteria.

    Essential criteria:

The evaluation of the technical offers will be made according to the scoring system, based on the following essential criteria

a) The presentation of the offer;

b) The company's references;

c) Proof of financial capacity corresponding to at least 75% of the amount of each lot;

d) Proof of acceptance of the contract;

e) Delivery schedule and deadline.

15. Award

On the proposal of the Internal Award Committee, the Employer will award the Letter Order to the Bidder whose Bid is found to be responsive to the technical specifications of the supplies to be delivered and whose Bid has been evaluated as the lowest evaluated Bid, including, if applicable, the proposed discounts.

16. Duration Validity of Tenders

Tenderers shall remain bound by their tenders for ninety (90) days from the deadline for receipt of tenders.
