REQUEST FOR CONTRIBUTION N°2022/002/SUP'PTIC/CIPM/2022 dated 31/03/20222022 relating to the acquisition of computer equipment for the Higher National School of Posts, Telecommunications and Information and Communication Technologies (SUP'PTIC) of Yaoundé

1. Subject

The Director of the Ecole Nationale Supérieure des Postes, des Télécommunications et des Technologies de l'Information et de la Communication (SUP'PTIC) in Yaoundé is launching an Open Consultation Notice for the Request for Quotation relating to the acquisition of computer equipment for SUP'PTIC in Yaoundé.

2. Scope of the services

The services covered by this Letter Order include :
- Fifteen (15) complete computers (Windows 10 with License) MXL 1520GCF i5 3, 10 Ghz, RAM 4Go, Windows10, 64bits, DD 500Go, Screen prodis Play P202.
- Seven (07) Photocopiers Canon image RUNNER 2530i
- Twenty (20) Antivirus 360 Total Security Premium 2018 (03 years, one license for 03 workstations)
- One (01) Office 2016 with Volume License twenty (20) workstations
- Fifteen (15) Voltage regulators automatic voltage regulator PACO MCD-1500VA
- Twenty (25) EPSON LCD PROJECTOR Model: H716B
- Twenty-five (25) Light Wave Surge Protector Mark III Specification ,220-250V ,10 A,5 APC outputs ;
- One (01) Sony DH digital camera, 1080 P.

3. Estimated cost

The estimated cost of the operation is forty million (40,000,000) CFA francs

4. Participation and origin

Participation is open to all companies under Cameroonian law operating in the field of information technology, established or represented in Cameroon and meeting the conditions proven in the supply of this type of equipment.

 
5. Financing

The service subject of the consultation will be financed by the budget of SUP'PTIC, fiscal year 2022.

6. Consultation of the file

The file can be consulted during working hours at the Procurement Department of SUP'PTIC in Yaoundé, door A7, located on the second floor of the administrative building, telephone: 695035822/676314009 as soon as this notice is published.

7. Acquisition of the File

The consultation file, drawn up in French or English, can be obtained from the Procurement Department of SUP'PTIC in Yaoundé, door A7, located on the second floor of the administrative building, telephone: 695035822/676314009 as soon as this notice is published, against payment of a non-refundable sum of seventy-five thousand CFA francs (75,000) and on presentation of a receipt, payable to the Accounting Agency of SUPTIC in Yaoundé.

8. Submission of bids

Each offer written in French or English in seven (07) copies, the original and six (06) copies marked as such, must reach the Contracts Department of SUP'PTIC of Yaoundé, door A7 on the second floor of the administrative building, telephone 695035822/676314009, no later than 29/04/2022 at 12.00 local time and must bear the mention: "REQUEST FOR QUOTATION N°2022/002/SUP'PTIC/CIPM/2022 OF 31/03/2022RELATIVE AL ACQUISITION OF COMPUTER EQUIPMENT FOR THE ECOLE NATIONALE SUPERIEURE DES POSTES, DES TELECOMMUNICATIONS ET DES TECHNOLOGIES DE L'INFORMATION ET DE LA COMMUNICATION (SUP'PTIC) DE YAOUNDE.
"To be opened only during the counting of votes".

9. Delivery time

The maximum delivery time is sixty (60) days from the date of notification of the service order.

10. Provisional bond

Each bidder must attach to its administrative documents, a bid bond established by a first class bank approved by the Ministry of Finance and listed in Exhibit 08 of the Request for Quotation (RFQ) of eight hundred thousand (800,000) FCFA and valid for one (01) month beyond the original date of validity of the bids.

In the absence of this bid bond and in accordance with Order No. 093/CAB/PM of November 5, 2002 fixing the amounts of the bid bond and the costs of the bidding documents, SMEs with national capital and management may produce a legal mortgage.

11. Admissibility of Bids

The required administrative documents must be submitted in originals or copies certified by the issuing department or competent administrative authority in accordance with the provisions of the rules of procedure. They must be less than three (03) months old or have been drawn up after the date of signature of the invitation to tender.
Any bid that is incomplete in accordance with the requirements of these Bidding Documents will be declared inadmissible. In particular, the absence of a bid bond issued by a first class bank approved by the Ministry of Finance or failure to comply with the models of the documents in the file will result in the outright rejection of the bid without any appeal.

12. Opening of Bids

The opening of the Tenders will take place in one step.
The opening of the administrative documents, the technical bids and the financial bids will take place on 29/04/2022 at 1 p.m. by the Internal Commission for the Award of Contracts placed at SUPPTIC in room C9 of SUPPTIC.
Only the tenderers can attend this opening session or be represented by a person of their choice duly mandated and having a perfect knowledge of the file.
In case of absence or non-conformity of a document of the administrative file during the opening of the bids, a delay of forty-eight (48) hours is granted to the tenderers concerned to produce or replace the document in question. However, the absence of the bid bond at the bid opening will result in the rejection of the bid.
 
13. Evaluation Criteria

-Absence of bid bond;
-Misrepresentation or falsification of documents;
-Non-compliance with the major technical specifications of the supply;
-Non-compliance with the delivery deadline;
-Non-compliance with the bid form.

14. Award

The Bid that is found to be in compliance with the technical specifications and evaluated as the lowest priced will be selected.  

15. Duration Validity of Bids

Bidders shall remain bound by their bid for (ninety) 90 days from the deadline for submission of bids.
