Request for Quotation N°012 BIS /DC/FEICOM/CIPM/2021 dated AUGUST 17, 2021 for the acquisition and configuration of an activity planning software for FEICOM

1 Purpose

The Director General of the Fonds Spécial d'Equipement et d'Intervention Intercommunale (FEICOM) is issuing a Request for Quotation for the acquisition and configuration of a software for planning FEICOM activities.

2.Scope of services

The successful bidder at the end of the award process will be required to:

➢ The provision, installation and configuration of the planning software;

➢ The training of FEICOM personnel in charge of planning, in the handling of the above-mentioned software.

The services shall comply with the specifications mentioned in this Request for Quotation.

3. estimated cost

The estimated cost of these services is twenty-two million (22,000,000) CFA francs including tax.

4. participation and origin

Participation in this Request for Quotation is open to Cameroonian IT services companies that can demonstrate a minimum of three (03) years of experience in the provision of the said services and have a financial capacity equal to or greater than ten million (10 000 000) CFA francs.

5. Financing

The services covered by this Request for Quotation are financed by the budget of the Fonds Spécial d'Equipement et d'Intervention Intercommunale (FEICOM), Fiscal Year 2021, under budget line "20-10-00 " Software ".

6. Consultation of the File

The Request for Quotation file can be consulted during working hours at the Procurement and Supply Department located at the former headquarters of FEICOM's General Management in Mimboman, Rue 4.561;

7. Acquisition of the File

The Request for Quotation File can be withdrawn during working hours from the Procurement and Supply Department, located at the former FEICOM headquarters in Yaounde (Mimboman), rue 4.561, BP 718 Yaounde, Telephone 222 23 51 64; Extension 217, Door 11; Fax 222 23 17 59, as soon as this Notice is published, on presentation of a receipt attesting to the payment of the sum of forty thousand (40,000) non-refundable CFA francs into the CAS - ARMP Special Account opened in the BICEC Agencies

8. submission of bids

Each bid, written in French or English, in seven (07) copies, one (01) original and six (06) copies marked as such, must be received in a sealed envelope at the Procurement and Supply Department, located in Mimboman, at the former headquarters of the General Directorate of FEICOM, Rue 4.561, poste 217, porte 11, no later than 10 SEPTEMBER 2021 at 2:00 p.m. precisely, and must be marked as follows

Request for Quotation N° 012 BIS /DC/FEICOM/CIPM/ 2021 of 17 AUGUST 2021 for the acquisition and configuration of a software for planning FEICOM activities.

"To be opened only during the counting session".

9. delivery time

The maximum period provided for by the Employer for the delivery of the services, subject of this Request for Quotation, is twenty-one (21) working days, from the date of notification of the service order to begin execution of the REQUEST FOR QUOTE.

10. Provisional Bond

Each bidder must attach to its administrative documents a bid bond issued by a first class bank or an insurance company approved by the Minister of Finance and listed in Exhibit VII of the Request for Quotation, in the amount of four hundred and forty thousand francs (440,000) CFA, valid for 30 days beyond the deadline for the validity of bids, paid in hand by the issuing banker. Its absence will result in the immediate rejection of the bid.

11. Admissibility of Bids

On pain of rejection, the documents in the administrative file required must be produced in originals or in copies certified as true by the issuing department or the competent administrative authority. They must be dated less than three (03) months or have been drawn up after the date of signature of this Notice.

Bids received after the deadline for submission will not be accepted.

12. Opening of bids

The opening of bids, which will be done in one session, will take place on 10 SEPTEMBER 2021 at 3 p.m. sharp by the FEICOM Internal Contracting Commission in the meeting room of the said Commission located at the former FEICOM headquarters, Rue 4.561, Ydé 4ème Mimboman.

Only bidders may attend this opening session or be represented by a person of their choice, duly mandated and with full knowledge of the file.

13. Award

The LETTER-ORDER will be awarded to the bidder whose bid meets the required technical and financial qualification criteria and whose evaluated bid is the lowest.

14. Duration Validity of Bids

Bidders shall remain bound by their bids for ninety (90) days from the deadline for submission of bids.
