L’ambition de SpaceX à travers Starlink est de révolutionner l’accès à la connectivité mondiale grâce à une prouesse technologique innovante. Mais son déploiement en Afrique se heurte à d’importants blocages.
Starlink a fait face à de nombreuses suspensions et interdictions sur le continent africain, notamment en Côte d’Ivoire, au Burkina Faso, en RDC, au Zimbabwe, en Afrique du Sud, au Sénégal. Les raisons évoquées sont le défaut d’autorisations préalables d’exercer c’est-à-dire l’absence de licences formelles et le non-respect des réglementations locales.
Ces gouvernements ont suspendu ses activités et saisi ses équipements, créant ainsi de la frustration chez les utilisateurs qui avaient souscrit à un abonnement. En gros, ils exigent de la start-up une coopération technique et l’acquittement de redevances pour que cette solution se déploie sur leurs territoires.
Avec du recul, SpaceX tente de regagner ces marchés en passant par la voie officielle. Le cas récent du Cameroun, où Starlink, initialement suspendu en avril 2024 pour les raisons évoquées, a dû déposer une demande officielle de régularisation, illustre bien cette tendance.
L’offre technologique de Starlink : une solution haut débit indispensable
Malgré ces obstacles, la proposition technologique de Starlink est indéniable. Son réseau de milliers de petits satellites en orbite terrestre basse (LEO) réduit drastiquement la latence et augmente la vitesse de connexion, offrant à ses utilisateurs une expérience comparable à la fibre optique, disponible même dans les zones les plus reculées.
Par ailleurs, l’accès à Starlink se fait via des kits « plug-and-play » qui se configurent de manière autonome, simplifiant grandement l’installation pour l’utilisateur final.
Cette capacité à fournir une connexion internet rapide et fiable partout représente une solution crédible pour l’inclusion numérique en Afrique, où le taux de pénétration d’internet reste faible, surtout en milieu rural. Selon des statistiques récentes, le taux de pénétration d’internet en février 2025 y est estimé à 43,7%, avec 670 millions d’utilisateurs.
Or, l’impact de l’internet sur le développement des sociétés n’est plus à démontrer en termes d’éducation, de santé, d’autonomisation des femmes, d’accès à l’emploi, etc. Les Etats, engagés au niveau mondial à réduire les inégalités et à favoriser la croissance économique, gagneraient à mettre de côté leurs appréhensions vis-à-vis de Starlink.
Le défi pour les gouvernements est de tirer parti des avancées de Starlink pour accélérer le développement numérique, tout en maintenant le contrôle et en garantissant une concurrence équitable pour les opérateurs locaux.
