NOTICE OF NATIONAL OPEN TENDER N°000034/AONO/MPT/CIPM/2021 OF 20 SEPTEMBER 2021 ISSUED UNDER THE EMERGENCY PROCEDURE FOR THE SUPPLY AND INSTALLATION OF COMPUTER EQUIPMENT, HARDWARE AND SOFTWARE FOR THE UPGRADING OF PREMISES TO HOUSE THE N'GAOUNDERE AND MAROUA INCUBATORS.

1. Purpose

The Minister of Posts and Telecommunications is launching a National Open Call for Tenders for the supply and installation of computer equipment, hardware and software for the upgrading of the premises that will house the incubators in N'Gaoundere and Maroua.

2. Consistency of the services

- The scope of services is as follows

- Computer equipment, hardware and software

- Complete computer ;

- Inverters

- multifunction printer ;

- multifunction photocopier;

- video projector ;

- 48-port POE edible switch;

- webcam & digital headset;

- 24U patch bay;

- APC essential surge ;

- antivirus license ;

- windows 10.1 professional license;

- Smart Tv, 55'' UHD 4k

- APC essential surge - 5 outlets 230v or equivalent

- computer cabling

- revision of computer cabling

- Fitting out of the N'Gaoundéré room

The fitting out work concerns the painting and the installation of curtains in the multimedia room of the Regional Delegation of Adamaoua.

3. Estimated cost

The estimated cost of the operation is eighty million (80 000 000) FCFA.

4. Participation and origin

Participation in this call for tenders is open to all national companies specialized in the supply of computer equipment and software.

5. Financing

The supplies, subject of this call for tenders, are financed by the budget of the CAS FST, fiscal year 2021, on the budget line N°55 45 587 03 (55T0C2100547) 220021 2220: "Fitting out and equipping the incubators of N'Gaoundéré and Maroua".

6. Consultation of the file

The file can be consulted during working hours at the Directorate of General Affairs (Public Contracts Department (door 162, telephone 222.23.36.41) as soon as this notice is published.

7. Acquisition of the File

The file may be obtained from the Directorate of General Affairs, Public Contracts Department, located on the first floor of the building housing the central services of the Ministry of Posts and Telecommunications (door 162, tel. 222.23.36.41), upon publication of this notice, upon presentation of a receipt for payment of a non-refundable sum of fifty thousand francs (50,000 F) CFA, payable to the Public Treasury.

8. Submission of bids

Each bid, written in French or English, in seven (07) copies, including the original and six (06) copies marked as such, must reach the Ministry of Posts and Telecommunications, Directorate of General Affairs (Public Contracts Department, 1st floor, door 162), no later than 12 October 2021 at 2 p.m. and must bear the following mention

9. Delivery time

The maximum delivery time provided by the project owner is two (02) months.

10.provisional bond

Each bidder must attach to its administrative documents a bid bond issued by a bank or financial institution approved by the Ministry of Finance in the amount of one million six hundred thousand (1,600,000) FCFA and valid for thirty (30) days beyond the date of validity of the bids.

11. Admissibility of Bids

Under penalty of rejection, the administrative documents must be produced in originals or in copies certified as true by the issuing department in accordance with the provisions of the Special Rules of the invitation to tender. They must be dated within three (3) months of the original date of submission of bids or have been drawn up after the date of signature of the invitation to tender.

Any bid that does not comply with the requirements of this Notice and Bidding Documents will be declared non-responsive, particularly for lack of a compliant bid bond.

12. Opening of Bids

Bids will be opened in a single session. The opening of the administrative, technical and financial bids will take place in the meeting room of the Internal Procurement Commission located at the CAMPOST headquarters building, Gate 308 on October 12, 2021 at 3 p.m., by the Internal Procurement Commission sitting in the presence of the bidders who wish to attend or their duly mandated representative who has full knowledge of the file.

13. Evaluation criteria

Eliminatory criteria :

- Absence or non-conformity of an administrative document, 48 hours after the opening of bids;

- Absence of the bid bond at bid opening;

-Falsified document or false declaration;

- Incomplete financial offer;

- Absence of the manufacturer's authorization or of the manufacturer's approved distributor's authorization for microcomputers, printers, photocopiers and video projectors;

- Absence of the editor's authorization for software;

- Absence of prospectus of the proposed equipment accompanied by authentic sheets describing the technical characteristics of the microcomputers, printer, photocopier and video projector;

 -Absence of a declaration on honour of not abandoning the site or of not defaulting;

- Absence of a quantified unit price;

- Failure to meet 75% of the minimum technical specifications;

-Failure to meet at least 4 yes out of 5 essential criteria.

 Essential Criteria:

Applicant qualification criteria are as follows:

- Similar Reference;

- Financing Capacity;

- After Sales Services;

- Delivery Time;

- Acceptance of terms and conditions of the contract

14. Award

The Employer will award the contract to the bidder whose bid is determined to be substantially responsive to the bidding documents and to be the lowest evaluated bid.

15. Duration Validity of Bids

Bidders shall remain bound by their bids for ninety (90) days from the deadline for submission of bids.
